The European Commission has commissioned a study on Decentralized Cooperation, which is due to be finalized by October 2012. The study aims to give an overview of the policy trends of European Member States and the European Commission regarding decentralized cooperation, their main strategies, with recommendations on how to improve the added value of the EC programmes and instruments supporting decentralized cooperation in the next EU multi-annual framework period (2014-2020), and how to ensure complementarity with strategies of Member States. That is the most important conclusion of a research led by the University of Utrecht and the University of Amsterdam on the Local Government South (LOGO South) programme. VNG International implements this programme with funding from the Netherlands Ministry of Foreign Affairs. Within LOGO South, 50 Dutch municipalities and water boards share their knowledge with partners in 13 developing countries. The research was concluded in January 2010.

Apart from the joint regional workshop organized in Hanoi, CIB Working Group members have identified the following joint initiatives for 2009. Coordination in Africa:
- The UVCW (Belgium), taking up the lead of the coordination in Burkina Faso, has identified the first steps to enhance the coordination.
- In Ghana, VNG International and FCM will organize a joint mission tentatively scheduled for October this year. Besides, VNG International and FCM are trying to organize a meeting for all partner municipalities in Ghana, and will invite other CIB members active in Ghana to join this initiative.

The International Centre for Local Democracy (ICLD) is located in Visby on the island of Gotland. The centre is an independent non-profit organization with strong links to the Swedish Association of Local Authorities and Regions (SALAR).The purpose of establishing the centre is to create a “hub” for local government involvement in development cooperation.
