UCLG participated in the Third Forum of the United Nations Alliance of Civilizations, promoting the work that cities can undertake for peaceful co-existence between cultures. This year’s edition of the Forum took place from 27 to 29 May, and was held in the city of Rio de Janeiro, at the invitation of the Brazilian Government.
Taking as its focus the theme ‘Bridging Cultures: Building Peace’, the Forum aimed, through its plenary and twelve thematic sessions, to address the challenge of building inclusive societies. ‘How do we build communities rooted in ‘convivencia’- living together in peace, based on trust and mutual respect?’ asked United Nations Secretary General Ban Ki-moon.
‘Living together in Urban Societies’ - the thematic session organized by the UCLG Working Group on the Local Dimension of the Alliance of Civilizations and the Council of Europe, aimed to explore Ban Ki-moon’s question in its urban context. The UCLG Presidency was represented at the session by Co-President Kadir Topbas, Mayor of Istanbul, Turkey.
Other panelists at the session were the Brazilian Minister for Cities, Marcio Fortes, the Mayor of Lisbon, Portugal, Antonio Costa, the Mayor of Seville, Spain, Alfredo Sánchez Monteseirín, and the Mayor of Clichy-sous-bois, France, Claude Dilain. Participants raised three important points: that local governance has an important role to play in enhancing the diversity advantage of multi-cultural urban societies; that poverty and inequality in divided cities are challenges that must be addressed; and that new technologies and education can be instrumental in promoting a better understanding of cultural diversity.

UCLG delegation, chaired by the city of Nantes, is attending the second round of climate talks in 2010 which is taking place in Bonn, Germany to prepare the next COP to be held in Cancun, Mexico at the end of the year.
The meetings convene the UNFCCC Convention subsidiary bodies from Monday 31 May to Wednesday 9 June 2010; the working group on Kyoto Protocol and the working group on the convention from Tuesday 1 June to Friday 11 June 2010.
A text to facilitate negotiations among Parties has been tabled by the Chair of the working group on the convention (AWG-LCA).

United Cities and Local Governments and the City of Mexico are pleased to announce that online attendee registration is now open for the first Local and Regional Leaders’ World Summit, the III UCLG World Congress to be held in Mexico on 16-20 November 2010.
The Local and Regional Leaders’ World Summit will aim at showing the human face behind policymaking. It will assess the current challenges but will also look into the future of our cities and regions, portraying cities as places where solutions can be found for our global future.

Les 14 et 15 mai, CGLU et l’Association des Maires du Sénégal ont organisé à Dakar un séminaire sur les risques en milieu urbain. Le séminaire a été inauguré par M. Aliou Sow, Ministre des Collectivités Locales et M. Abdoulaye Balde, Maire de Ziguinchor et Président de l’Association des Maires du Sénégal.
Environ 60 élus et techniciens municipaux ont pris part aux travaux durant ces deux journées. En plus des élus et techniciens sénégalais, étaient présents des élus et cadres territoriaux de Ndjamena (Tchad), Pointe Noire et Brazzaville (Congo Brazzaville), Treichville (Côte d’Ivoire), Bamako et Sikasso (Mali), ainsi que des représentants de la protection Civile Sénégalaise, de l’UNISDR, de CGLUA et d’ENDA.
Durant ces deux journées les participants ont pris connaissance du Cadre d’Action de Hyogo et de ses modalités d’application au niveau local. Plusieurs expériences locales ont été présentées : le Maire de Saint Louis a notamment présenté le cas de sa ville, où le front de mer avance à l’intérieur des terres et menace l’habitat, tandis qu’il dispose de peu de moyens pour y faire face. Le représentant de l’UNISDR a quant à lui présenté les perspectives de la Campagne Mondiale pour des Villes Résilientes.
En conclusion, les participants ont demandé à CGLU et CGLUA de poursuivre ce qui a été initié à l’occasion de ce séminaire et de les aider à mettre en place leurs stratégies locales.

The second edition of the Local Government Forum of the European Union, Latin America, and the Caribbean took place in Vitoria-Gasteiz, Spain, from 5 to 7 May 2010.
The Forum was organized following the invitation of the city of Vitoria Gasteiz, of the Spanish Federation of Municipalities and Provinces, and of the Spanish government, and with the participation of United Cities and Local Governments and its European and Latin American sections (CEMR and FLACMA respectively).
At the close of the Forum, the participants committed to reinforcing their cooperation activities and to promoting the strengthening of local governance as a key and as a motor of sustainable development and social cohesion.
They further called for the holding of a third edition of the Forum in Latin America in 2012.

Le 2ème Forum des Autorités Locales et Régionales de la Méditerranée s’est tenu à Barcelone, Espagne, les 2 et 3 mai 2010.
Il était organisé par la Commission Méditerranée de Cités et Gouvernements Locaux Unis, en partenariat avec la Ville de Barcelone, la Diputació de Barcelone et la Generalitat de Barcelone.
Michel Vauzelle, Président de la Région Provence-Alpes-Côte d’Azur et Vice-Président de la Commission Méditerranée de CGLU, a à cette occasion fait le bilan de l’implication des autorités locales et régionales dans la construction de l’espace euro-méditerranéen, et notamment des actions entreprises depuis le Forum de 2008 à Marseille.
Le Forum a permis aux autorités locales et régionales de réaffirmer leurs espoirs et leur disponibilité en ce qui concerne les différentes dynamiques institutionnelles et les projets à l’œuvre au sein de l’espace méditerranéen, dans le cadre de l’Union pour la Méditerranée (UpM) créée en juillet 2008.
Le Maire de Barcelone, Jordi Hereu, a remis au Secrétaire Général de l’UpM, Ahmad Masa’deh, la déclaration des Autorités Locales et régionales adoptée en séance plénière lors du Forum, afin qu’il la porte à la connaissance des Chefs d’Etat et de Gouvernement de l’UpM lors de leur prochain Sommet, le 7 juin à Barcelone.
Les représentants des autorités locales ont également renouvelé leur soutien à la Commission Méditerranée de CGLU en tant qu’espace privilégié de concertation, de dialogue et de propositions des villes, des régions et de leurs réseaux qui travaillent dans la région méditerranéenne.
